1.0.0.15 is the version of your fallout launcher, not the fallout game. You really shouldn't be running a 1.7.0.3 update on a steam version install, it should already be at the newest version. To check your version of fallout 3 go to C: Program Files (x86) Steam SteamApps common Fallout 3 goty right click on fallout 3, choose properties, and click on the detail tab up top. The unofficial patch expects 1.7.0.3. English, but that's just a warning. It might work fine with the german version, I just never tested it.

I'd guess it might replace a few texts with english versions, but otherwise work fine? I don't understand the problem with the DLC.
